    How to determine whether your certificates to be authenticated from India?

    People going abroad for jobs or for higher studies, can now get their educational certificates authenticated within their State itself by the authorized officials of the State Government and need not travel to Delhi for the same. The Ministry of Human Resource Development, India in consultation with Ministry of External Affairs has already delegated the power to authenticate educational certificates to the State Governments. The State Governments are required to authorize nominated officials to authenticate educational certificates. Although not all foreign governments insist on for authentication, this is required by some West Asian countries.

    Kuwait and Qatar are not the members of the Hague Apostille Convention and any official document destined for this country will receive a Certificate from the Secretary of State. Most countries who are not members of the Hague Apostille Convention will request State certified documents to also be certified by the government prior to being presented to the Kuwait Embassy Attestation, and Qatar Embassy Attestation for legalization.

    Apostilles can only be issued for documents issued in one country party to the Apostille convention and that are to be used in another country which is also a party to the convention. Apostille convention facilitated the circulation of public documents issued by a country party to the convention and that are to be used in another country also party to the convention. Apostille is a French Word which means Certification. A document bearing an apostille is valid all the Hague convention countries.

    A large number of countries all over the world have joined a treaty that greatly simplifies the authentication of public documents to be used abroad. This treaty is called the Hague Convention of October 1961, abolishing the Requirement of Legalization for Foreign Public Documents. It is commonly known as the Apostille Convention. Where it applies, the treaty reduces the authentication process to a single formality: the issuance of an authentication certificate by an authority designated by the country where the public document was issued. This certification is called an Apostille.

    If your certificate is intended to use in a country which is a member of Hague Convention, You need to ‘Apostille’ your certificate, if the country where the document will be used is not a member of Hague Convention, you have to attest/authenticate the certificates. Apostille is a sticker which verify and confirm the seal and signature of the person who authenticate and verify the certificate. If the certificate is intended to use in country which is member of Hague convention then the certificate need apostille attestation. Apostille (Attestation by the Indian Ministry of External Affairs) can be obtained on birth certificates, death, power of attorney, marriage certificates, educational certificates and affidavits. Before getting the Attestation by the Indian Ministry of External Affairs all the concerned documents must be legalized and authenticated by the Kuwait Embassy Attestation, and Qatar Embassy Attestation.

    With India's accession to the Hague Convention of October 5, 1961, abolishing the requirement of legalization of foregoing public documents Government of India, Ministry of External affairs at CPV Division, Patiala House has started issuing Apostilles wef. August 29, 2007.
